Personio acquires Circula: on October 6, 2026, Munich-based HR and payroll software company Personio announced it is acquiring Circula, a Berlin spend management platform, to bring payroll, expenses and employee benefits onto one system for midsize companies. Financial terms were not disclosed.
Circula sells software for employee expenses, corporate cards, accounts payable and tax-optimized benefits. According to Lincoln International, which advised Circula on the sale, the company was founded in 2017 and serves more than 3,000 European midsize businesses with about 250,000 users.
Personio, founded in 2015, sells HR and payroll software to organizations with roughly 25 to 5,000 employees. Lincoln International said Personio serves more than 16,000 companies employing 1.6 million people and has more than 1,500 staff across six European offices.
The two companies already worked together. Tech.eu reported that many Personio customers already used both products through an existing partnership. After the deal, Circula will operate as a separately branded product, Circula by Personio, according to Tech.eu.
Personio co-founder and CEO Hanno Renner said, as reported by Tech.eu, that with Circula joining, everything a company spends on its people comes together. Circula co-founder and CEO Nikolai Skatchkov stressed continuity for customers in the German market, telling Tech.eu that its integration with DATEV, the accounting software widely used by German tax advisers, will stay.

A single system can mean fewer reconciliations between payroll and expenses and cleaner data for audits. It also means more leverage for the vendor at renewal. Ask whether bundled pricing actually beats your current mix of tools over a three-year term.
Current Circula customers who do not use Personio should ask whether Circula will stay available on its own, for how long, and whether integrations with rival HR systems will keep being maintained, and get the answers in writing. Personio customers should ask whether expense and card features will be included in existing plans or sold as add-ons, and when deeper integration will ship.

The bigger picture
Back-office software is consolidating. HR platforms have added payroll, then benefits, and are now moving into spend management, a market long served by separate expense and corporate card providers. In the United States, companies such as Rippling have pushed a similar all-in-one approach. For midsize firms, the trade-off is convenience and shared data against dependence on a single supplier for critical money flows.
