The 60-second brief

  • 1Xbox eliminated 268 roles across Halo Studios, first-party studios and central teams on September 22.
  • 2Activision will lead the next Halo game; Bethesda, King and a merged Playground-Turn 10 studio absorb other teams.
  • 3Microsoft says the reset is about three-quarters done; it will consult Ninja Theory staff on a proposed closure, and Arkane talks continue.

The news

Microsoft (MSFT) eliminated 268 more roles at Xbox on September 22, 2026, the latest round of Xbox layoffs, and handed development of the next Halo game to its Activision unit as it consolidates game studios into fewer, larger groups.

Matt Booty, Xbox executive vice president and chief content officer, announced the changes in an Xbox Wire post titled "Continuing Our Reset." The cuts span Halo Studios, other first-party studios, and Xbox Game Studios management and central teams. Booty said the company is roughly three-quarters of the way through the restructuring it announced earlier, and wrote that the goal is to strengthen Xbox franchises and games by "operating fewer business units, aligning groups that already work closely together."

The reorganization reshapes Microsoft's publishing map. Activision will lead the next Halo title with a dedicated team and also takes in World's Edge and Rare. Bethesda adds Obsidian Entertainment, which continues work on Grounded and a new Fallout project. King absorbs Microsoft Casual Games, and Playground and Turn 10 merge into one studio focused on Forza and Fable. A small Halo Studios team stays on to support existing games and the community.

Booty also gave updates on studios leaving the company. Compulsion and Double Fine returned to their own management in August with their intellectual property, back catalogs and runway funding. Undead Labs has transitioned on similar terms and, with a new publisher, will still release State of Decay 3 day one on Game Pass. At Ninja Theory, two separate agreements fell through; Microsoft said it will begin consulting employees on a proposed closure while continuing to explore other paths forward. Consultation at Arkane continues through year-end.

The September cuts follow 1,600 Xbox job eliminations earlier in 2026, according to Game Informer. A StockTwits report carried by Yahoo Finance dated those cuts to July and said Microsoft's target for fiscal year 2027 as a whole is about 3,200 Xbox roles, roughly 20% of the division. That report said Microsoft shares were down about 1.3% at the time.

Why CEOs should care

For executives running portfolio businesses, Xbox is a live case study in consolidating around franchises rather than studios. Microsoft frames the move as fewer business units and more focused publishing expertise, and it is applying that logic even to Halo, handing the next game to a new, purpose-built team at Activision rather than the studio built around the franchise. Leaders weighing similar moves should ask what institutional knowledge leaves with the people cut, and how they will measure whether bigger units ship faster or simply cost less.

For partners and vendors, the map of buyers inside Microsoft's gaming business just changed. Outsourcing firms, tool vendors and agencies that worked with individual studios should confirm who now owns budgets and contracts under Activision, Bethesda and King. Companies eyeing acquisitions should note that Microsoft is still divesting studios, and that two separate agreements for Ninja Theory fell through before Microsoft moved to consult staff on a proposed closure.

For HR leaders and boards, Microsoft's phased approach, with a public progress marker, shows one way to manage a long restructuring. The risk is prolonged uncertainty: with a quarter of the plan still ahead and Arkane consultations running to year-end, retention of key talent across the division is the question boards should press on.

The bigger picture

The cuts land as Microsoft keeps spending heavily on AI infrastructure elsewhere; on September 23 it announced more than $10 billion in Middle East cloud and AI investment through 2030. Across tech, September brought more workforce reductions, including another round at Oracle on September 14 and about 3,300 roles at Uber, according to a layoffs tracker published on Yahoo Tech.

Keeping State of Decay 3 as a day-one Game Pass release, even after Undead Labs left Microsoft for a new publisher, shows the company can still bring new games to its subscription service without owning the studio that makes them. Game Informer says the game launches in 2027. More publishing arrangements of that kind are possible as the reset continues.

What’s next

Watch for the remaining quarter of Microsoft's Xbox restructuring, the outcome of the Arkane consultation by year-end, whether Microsoft finds another path for Ninja Theory during the closure consultation, and early details of the Activision-led Halo project. Investors will also look for restructuring charges in Microsoft's next quarterly report.

What “Fact-checked” means

Fact-checking means testing a story’s facts against the evidence before it is published. This story went through at least two separate checks before this version was published.

What we checked
Its names, figures, dates, job titles, quotes and who said what were checked against the story’s sources, including its main source where it could be opened. The headline was checked for accuracy and overstatement.
How
A first check reviewed the whole story. If it passed, a second, skeptical check went back to the sources to look for mistakes in the most important facts. If a check flagged the story, it was edited to fix the problems found, and a separate re-check then reviewed the whole story again.
Who
The checks are made by our newsroom, as steps kept separate from the writing, under rules set by our editor, . A story the checks still flag is held for the editor, who decides whether it is fixed, published or dropped.
If something is wrong
“Fact-checked” does not mean error-free. If a material error is found after publication, we correct the story and add a note saying what changed. Report an error
