Campaigners and a committee chaired by Dame Chi Onwurah oppose extending the Federated Data Platform deal, while Dutch officials pilot an open-source desktop.
The deal would give OpenAI's services arm more engineers who work inside customer companies, moving the model maker onto ground held by consultancies and integrators.
